Definition: 

A group of words which has either subject or verb but not both of them .

                                        or

Give us incomplete sense.

                                               or 

Group of words which give correct but incomplete meaning is called phrase. 

For example: 

1: Going for shopping .

2: An old man in the hospital. 

3: Ahmad is a teacher .
